1. Each approach has advantages and disadvantages in terms of monitoring
and enforcement. With performance standards, for instance, where compliance
is normally measured by sampling, monitoring can be difficult and expensive,
depending on the kind of instruments required. Technology standards, on
the other hand, can inhibit technological innovation and pollution prevention.
Therefore, the use of specific standards in certain sectors or cases calls
for an extensive economic analysis to make sure the requirements are cost-effective.
