Introduction
The interest in reducing water pollution problems in Latin America has
been increasing steadily during the last decades. Most countries now have
central environmental authorities that recognize this as one of their main
tasks. Solving the problem, however, proved to be more difficult than was
initially anticipated.
This paper explores water pollution control efforts in two Andean countries,
with the objective of deriving lessons on how best to approach the financing
of solutions to this problem.
